WASHINGTON — The U.S. Justice Department concludes that the Ferguson, Mo., police routinely violate the constitutional rights of African-American residents, according to a review reported by the Washington Post.
The findings to be released this week, such as that 93 percent of all arrests between 2012 and 2014 were of African Americans while they make up 67 percent of the city population, come as Justice Department officials try for a settlement with the police department to change its practices.
Michael Brown, an unarmed black teenager, was shot in August by a then-Ferguson police officer, Darren Wilson.
