NEW YORK — In 2017, a disabled 8-year-old Latino boy was sitting at his school lunch table with other students. They were playing with a spork, poking each other. The boy, who was being excluded, decided to poke the other children anyway, causing school staff to take it away. The staff became frustrated and called in school safety agents to diffuse the situation. The agents were unable to calm the child down and instead called the police.

Kindergartner Placed in Handcuffs, Arrested After Tantrum in Class

A 6-year-old kindergartner in Milledgeville, Ga. was placed handcuffed and arrested last week after a tantrum in class. According to police reports, Salecia Johnson was misbehaving, ripping items off walls and tossing furniture across her classroom. She was sent to the principal’s office, where she allegedly continued the tantrum, jumping on office equipment while attempting to shatter a glass frame on the wall. The report also said that Salecia knocked over a shelf, which slightly injured her principal.

Schools cannot put children in seclusion rooms as a form of punishment anymore, and must limit the use of physical and chemical restraints. The State Board of Education approved new rules Thursday for handcuffing children, controlling them with prone restraint tactics, and giving them prescription drugs to control their behavior. These measures are now limited to situations where students are an immediate danger to themselves or others, or when calming techniques don’t work. Parents of 13-year old Jonathon King of Gainesville pushed for changes after their son hanged himself in a seclusion room in 2004. Jonathan was a student in the Alpine Program, a public school in Gainesville, Ga.
