Despite a large drop in youth arrests, probation caseloads and confinement of young people in detention centers and youth prisons over the past 20 years, the punitive mindset in our justice system remains stuck in place. We’re spinning our wheels when court is our primary response to youth misbehavior.
LANSING, Mich. (AP) — Armed with two handguns and dozens of rounds of ammunition, 43-year-old Anthony McRae open fired on the Michigan State University campus on the night of Feb. 13, killing three students and wounding five more. Democrats are expected to bring a sweeping 11-bill gun safety package before the Michigan Legislature this week. Recently I became aware of additional research on youth probation published by the National Partnership for Juvenile Services that provides compelling findings related to juvenile probation and juvenile courts’ use of incentives versus sanctions to achieve reductions of recidivism among youth.

The number of children incarcerated in juvenile prisons across the United States fell to an all-time low in 2020, the latest year of available federal data about those facilities, fueling proponents’ hopes of entirely eliminating those detention centers.
The decline in incarcerations came as juvenile arrests have also dropped for most crimes except murder, which has been on the rise in recent years.
A new study that finds handgun carriage by adolescents has gone up significantly over the past two decades. The jump — 41% — was especially pronounced among rural, white, and higher-income adolescents, according to the study, which was published by the American Academy of Pediatrics.
While male teens are still more likely to carry handguns than females, the rate at which girls and young women are carrying handguns is rising more quickly, a study published earlier this year in the American Academy of Pediatrics suggests.
“This is probably the newest trend,” said the Rev. Kenny Irby, community intervention director for the St. Petersburg Police Department.
Along with New Jersey and California, Utah is among a growing number of states that are implementing postsecondary programming for incarcerated youth. Utah’s Higher Education for Incarcerated Youth program even goes beyond what’s offered to incarcerated adults in Utah: Most adults in Utah prisons do not have access to free college-level courses.

Most gun incidents in and around campuses are more like Oak Park than Uvalde. They're not planned large-scale shootings, or active-shooter situations. More often, they're smaller altercations that escalate when someone has a gun at or near a school, a game or other event, according to the K-12 School Shooting Database, which tracks incidents from the last five decades.
