In 2023, Equal Measure conducted a series of surveys with Learn and Earn to Achieve Potential partners to analyze their efforts in tackling the root causes of disconnection from education and careers with systems-involved youth. This report shares findings from that evaluation.
Implemented in June, HB 1905 establishes a five-year budget of over $5 million to reduce homelessness among those aforementioned groups. Washington’s Office of Homeless Youth will be responsible for much of that budget, administering $1.6 million in flexible funding that lets people who are allotted those dollars determine how to spend them on transportation, telephone or other everyday expenses.

The consequences system-involved youth experience by not having these essential records include potential housing instability, the inability to pursue certain educational opportunities and financial aid, and lack of access to public benefits.
