Youth leaving foster care, juvenile and other systems are aim of Washington housing effort

Implemented in June, HB 1905 establishes a five-year budget of over $5 million to reduce homelessness among those aforementioned groups. Washington’s Office of Homeless Youth will be responsible for much of that budget, administering $1.6 million in flexible funding that lets people who are allotted those dollars determine how to spend them on transportation, telephone or other everyday expenses.

Since being released from New York City’s Rikers Island jail — where he’d been sentenced to four months for not being where his parole officer expected him to be on a certain day and time — Dakem Roberts has been living in a Brooklyn homeless shelter. 

It was his latest incarceration since, in the late 1970s, when he was 16, he was arrested and sentenced to life in prison. He’d been arrested for his involvement in a robbery whose victim died the next day of heart failure, he said.

Positive Youth Development Holds Promise for States Working With Transitioning Youth

The transition out of the juvenile justice system has considerable consequences for the transitioning youth, for the neighborhood into which the youth is transitioning and for society more broadly. For youth experiencing homelessness and insecure housing, that transition is particularly challenging. A recent study from Chapin Hall showed that nearly half the nation’s youth who have experienced homelessness have been involved in the justice system and that those without stable housing upon release are more likely to be rearrested.
