One more state court has decided that the equivalent of a life sentence without the possibility of parole is unconstitutional for juvenile offenders.
The Louisiana Supreme Court ruled last week that “a 99-year sentence [is] the functional equivalent of life. These sentences rely on the U.S. Supreme Court precedent barring almost all death-in-prison sentences for children.
